To put it simply, Seifer Almasy is an aggressive, impulsive, and headstrong dreamer. His entire ambition seems to be based on a dream he's held since who knows when - but it is clearly evident even during the first few sequences of the game that Seifer has had a burning passion on achieving this "romantic dream." As a result, it seems to me that he has developed a sort of brutish/get-it-anyway-I-can personality and reputation. He's become Balamb Garden's resident badboy and the establishment's infamous and rebellious cadet.

As such, Seifer loves to tease, mock, and insult people on a daily basis. He has a tendency to dub his favorite "victims" (as you may call it) different names - Squall "Puberty Boy" Leonhart, Zell "Chickenwuss" Dincht, Quistis "Instructor" Trepe, and even Selphie "Messenger Girl" Tilmitt. He obviously gets a rise and high from getting under people's skin and perhaps having an edge over them. It's probably more of a power and superiority complex type thing with Seifer and his mockeries, a trait which gradually leads to his downfall.

Seifer is also ironically Head of the Disciplinary Committee; perhaps you must know the rules before you break them? He obviously enjoys giving orders and the sense of being in charge and control, but his lack of taking orders himself punishes him with his loss at becoming SeeD. He hates losing, and thrives on winning. During battles, he shows no mercy, and is drowned in his own self-confidence.

Where might all these traits stem from? The most logical explanation would incorporate his childhood. Left orphaned at an extremely young age and with a scarce amount of role models, Seifer joined another group of children like him. They may have all experienced the same predicament, but independent Seifer is definitely not the type to socialize with the other children. He has a different way of dealing with his problems, and more often than not it includes being rash, brutish, and much like a bully.

However, his problems and actions are somewhat understandable; in the end, Seifer is seeking approval just like everyone else in the world. With the loss of his biological parents and the failure of his SeeD attempts, he is ridiculed by teachers and students, and feared by others. His quest for glory and fame, in addition to his dreams, was probably all about being accepted and recognized in the future.
