Cid Kramer
As the Headmaster of Balamb Garden, I would imagine that Seifer went to his office many times during his youth because of his inability to follow orders and superiors. I guess you could say that Cid is like Seifer's second father, since Cid is Edea's husband, Seifer's biological parents are dead, and Seifer was never adopted. We don't really see any real interaction between Seifer and Cid to know exactly how their relationship was, though.

Xu
If there's one person who dislikes Seifer the most, it's Xu. She believes he has no potential as SeeD and doesn't understand why he keeps trying. She likes to put him down but never succeeds because he is always irritating her.
